Flexible deployment through staffing and secondment

For certain roles and routes, SkillShift can employ professionals and make them available to your organisation through staffing or secondment, as an alternative to direct employment.

What staffing & consulting involves

With staffing and secondment, SkillShift is the formal employer of the professional, who is then deployed at your organisation. This can reduce the administrative burden for the employer and, in certain situations, offer a more practical structure than direct employment.

What SkillShift can provide

  • Formal employership of the seconded professional
  • Aligning the deployment with your organisation
  • Administrative and legal processing of the employment relationship
  • An ongoing point of contact throughout the secondment
Coordination of recruitment, permits and relocation

When this is relevant

Staffing and secondment is relevant when an employer wants flexible deployment without direct employment, or when the applicable immigration route only allows this structure.

Important conditions and limitations

Staffing and secondment are not available in every situation. In the Netherlands, the selected structure must comply with the Waadi and, where applicable, the SNA requirements for recognised sponsors that supply personnel. SkillShift also checks which future authorisation and registration duties under the Wtta apply at the time of deployment.

In Belgium, secondment usually means international or cross-border provision of personnel. This is legally different from employing a professional directly with a Belgian client under a Belgian economic-migration route. The Flemish intermediate-skilled migration-list route excludes secondment; cross-border deployment requires another appropriate legal basis and may involve Limosa and work-authorisation obligations.

SkillShift therefore assesses the employer, client, authority relationship, employment conditions, permit route and DMW documentation and pre-departure requirements in advance. A staffing or secondment structure can only be arranged when these elements fit together correctly.

How this relates to recruitment and permits

Staffing is not a standalone service separate from recruitment and permits, but a possible outcome of the same process. SkillShift determines, together with the employer, whether direct employment or secondment best fits the role and the applicable route.

Which service fits your organisation?

SkillShift can support a specific stage or guide the full process. We start by assessing the vacancy, the country and the preferred employment structure.
